Overview
The Ministry of Communications and Technology, on behalf of the Federal Government of Somalia, seeks consulting services for CERT enhancement under the Regional Digital Integration Project. The assignment supports the National Communications Authority (NCA) and is financed by a World Bank grant. Consulting firms will assist in implementing cybersecurity improvements and delivering reports within 18 months of contract commencement.
Requirements & Qualifications
Interested firms must demonstrate core business in cybersecurity and ICT, with at least five years of experience in incident response and cyber threat intelligence. They should provide evidence of at least two similar assignments completed in the last five years, including integrating CSIRT/CERT/CIRT/SOC tools, developing policies and procedures, and setting up cybersecurity operations centers. Experience in environments similar to Somalia is required. Firms must submit information on their technical and managerial organization, including the structure of the firm, but not CVs of staff. Associations with other firms are permitted, provided roles in joint ventures or sub-consultancies are clearly indicated.
